Bullies are rarely punished for bullying. People like to say "You need to stand up to your bully" but it's not a very huge leap to think the easiest way to stand up to the bully is to shoot them and their friends. That thought process becomes intensified or even justified in their own minds when nobody has been taking their own suffering seriously and only blaming them but not blaming the bully.
