Is it too cruel to make my young, active, free roaming cat an indoor cat?

My neighbour is nuts and has given me reason to believe she might hurt my cat. This cat is a neutered male of about 18 months. He has been free to come and go as he pleases through the cat flap but I am too worried about this crazy next door to risk him going out anymore. He has been free to come and go as he pleases through the cat flap but I am too worried about this crazy next door to risk him going out anymore. Currently, he is howling the place down in fits and starts and I feel sooooo mean! Will he get used to the new rules or is it too cruel? Even letting him out just at night feels like a risk I don't want to take. Is there anything I can do to help him adjust? I take him out on a harness once a day but I wonder if this is worse than just getting him to readjust completely to indoor living. Please help!!
