Need advice, dad and brother are always fighting and I hate it?

My brother is 13 and I'm 15. Our mom died when we were 7 and 9 and dad remarried earlier this year. When he was 11, my brother's best friends dad died and the best friends mom wanted to know if it was okay for my brother to spend a couple of nights at the house for some reason. My dad said no because my cousin's birthday was that day and it definitely dented my brothers relationship with my dad because he kept saying "family comes first". Things have been really bad between them since, but the wedding day caused a lot of problems between them. Our grandmother was in hospital and really sick at the time and during the wedding ceremony, my brother left the Church and walked the 5 minute walk to the hospital. After the ceremony, my dad went to the hospital and my dad and brother started fighting there. My dad asked him what the hell he thought he was doing and my brother said "family comes first" and my dad said we are a family and my brother shot back that if his wife and her kids were considered family then my dad had to admit that my brothers best friend was his family because he loves his best friend and they have known each other their whole lives. He wouldn't admit that and now whenever dad wants us to do something with his new wife and kids and my brother wants to bring his best friend or be with his best friend instead, they throw that in each others faces and it's like living in a war zone.
What can I do to make things better? It's hell!
Update: BTW, when our mom died my brothers best friend stayed with us for a while and his parents were there and helped us out a lot. And my brother has felt like a bad best friend since dad wouldn't let him stay over there.
