Depends. I've had 5 cats. The first would literally steal Doritos from your mouth, likevwhile you were attempting to eat them. The second never asked for food but wouldn't refuse turkey or ham when directly given. The third frequently tries to steal food and will be on top of your plate if left unintended. The fourth refuses almost all human food, even if directly given to him. He will however meow and beg for peas. Only peas though. And finally our little baby fith appears to be a food beggar. She runs around you while eating trying to get food and occasionally heads towards your plate if you don't give her anything. She'll usually wait for you to hand her the food, though I'm afraid that's coming to an end.
There you have it, 5 cats, 3 are foodies. All brought in as strays, 2 male 3 female (one of each sex in no food, different color, fur length, and relative breed). So really I think it's just their personalities. Though them all being born stray could have increased it
